In January 3, 2007, the visionary and venturous Mr. Carlito Fernando endeavored in formulating an organization with the aim of helping and empowering the rural poor in their community. The first program was Pangkabuhayan Loan Program and this was basically patterned after the GRAMEEN system of village banking with the poor people in Bangladesh. It has been modified to cater the economic and social needs of poor people, specifically those in Brgy. Esguerra, Talavera, Nueva Ecija, where its operation started and where most of the founding members resided.
Then, in May 2007, Pangkabuhayan Loan Program was disintegrated into two: the Pangkabuhayan Individual Loan Program (PILP) and the Pangkabuhayan Group Loan Program (GLP). The Pangkabuhayan GLP focused on catering services to micro-entrepreneurs using the solidarity group lending, modifying the Grameen model, while the Pangkabuhayan ILP focused on small business loan offered to individuals, using the modified ASA approach.
In August 11, 2009, to widen the operational scope and capabilities, Pangkabuhayan GLP was incorporated and registered with SEC as KASAPI Microfinance & Rural Development, Inc., a non-profit, non-stock, non-governmental, microfinance organization. From then on, multitude of opportunities were opened, outreach was improved and expansions were realized.
The subsequent years were spent in refining, developing and/or shifting the methodology, with the end in view of achieving the twin goals of outreach and sustainability. These have lead KASAPI Microfinance to what it is today, serving eight (8) provinces in Regions I, II, III. IV-A and V.
